Even though they are mentioning it in the beginning of the video, it kinda lacks details - the character was made as a tribute to "Cash Mayo" who is the world record holder in Gauntlet (trial in Titanfall 2) with 12 seconds:

Used grenades to increase his speed (QW & Q3 fans can relate), thats why Octane is missing legs as they were sacrificed by Cash Mayo during the run, pretty cool idea by the devs Wink
